Baca: Agencies must respond faster to molestation cases

Detective Jason Herr, a child abuse investigator for the San Jose Police Department, gave his personal account of childhood molestation. He said he kept the “dirty little secret” hidden for years, until after he became a police officer. Then, he said, he felt compelled to talk about his experience in therapy. After six years of counseling, Herr finally began to heal. “I began to forgive the little boy I was and put the blame on the offender,” he told conference participants. “Molestation should never be kept secret. The only thing more dangerous than secrecy is the molestation itself. It is our job to get victims to tell their story.” WHITTIER – Child abuse investigators should work more closely with outside agencies to respond quickly to molestation cases, Los Angeles County Sheriff Lee Baca said at a conference Wednesday. In opening remarks at the first-ever County Crimes Against Children Conference at the Sheriff’s Training and Regional Services (STARS) Center in Whittier, Baca said improving coordination between agencies “means so much to so many small voices – children in families that happen to have predator types.” Members of the department’s Special Victims Bureau, who organized the conference on sexual predators, distributed a manual titled “Los Angeles County Child Abuse and Neglect Protocol.” The manual calls for a multidisciplinary approach to child abuse investigations. It recommends that sheriff’s investigators collaborate with other county, state, federal agencies and nonprofit child welfare groups to intervene as quickly as possible in child abuse cases. Retired special FBI agent Kenneth Lanning, who spent more than 30 years studying sexually deviant behavior, said sexual predators fit no particular profile. They can be teachers, church leaders, people active in their communities. “To understand the diversity and complexity of sex offenders and their victims, you have to understand that one kind of approach in investigating these crimes isn’t enough,” said Lanning.
